The Tanzania Insurance Regulatory Authority (TIRA) is seeking qualified Tanzanian professionals to fill the position of ICT Officer II – Application Development. There are two (2) vacancies available for candidates with the required academic background in information technology and related fields.
The position focuses on developing, testing, configuring, documenting, and supporting software applications to ensure that TIRA’s systems operate effectively and meet the needs of users.

Salary Scale: TIRAS 5
Duties and Responsibilities
The ICT Officer II – Application Development will undertake the following responsibilities:
- Design interactive applications according to the intended deployment platform, including web and mobile environments.
- Prepare both functional and non-functional technical specifications for software applications.
- Break down programme specifications into manageable components and translate the required logic into appropriate programming or scripting languages.
- Carry out application coding, testing, debugging, and installation.
- Configure suitable application servers based on the applications being deployed.
- Prepare and maintain relevant programme and application documentation.
- Develop guidelines for application installation, upgrades, and computer system configurations.
- Provide technical assistance to system users to promote effective use of deployed applications.
- Assist with troubleshooting and resolving routine software application problems.
- Perform any other duties assigned by the supervisor.
Qualifications and Experience
Applicants should possess a Bachelor’s Degree or Advanced Diploma in Computer Science, Information Technology, or Computer Engineering obtained from a recognized institution.
Salary Scale
The position is offered under the TIRAS 5 salary scale.
General Conditions for TIRA Jobs 2026

Applicants must be citizens of the United Republic of Tanzania and must not be above 45 years of age. For vacancies in Paramilitary Institutions:
- Non-degree applicants must not exceed 25 years of age.
- Degree applicants must not exceed 30 years of age.

Public Servants who are currently employed in the Public Service are not allowed to apply. They are required to comply with Circular No. CAC.45/257/01/D/140 dated 30th November 2010.

Applicants who have retired from the Public Service for any reason should not submit applications.

Foreign academic qualifications must be recognized by the relevant authorities, including TCU, NECTA, and NACTVET. Where a post requires a GPA, applicants must also provide a GPA calculation certificate from TCU.
